Originally founded in 1892 by Simon West from Illinois, the area was named for a large group of graceful deer that roamed the area. West had been a businessman in Illinois, but soon became a pioneer when he moved to Texas, doggedly pursuing his dream of creating a city. West was committed to building a city from the ground up, and although the city's development may have faltered from time to time, West's vision never diminished.

Soon after the arrival of Simon West, a railroad station opened and a post office was soon constructed. Four years later, the total population of Deer Park included just 40 residents, and the town featured a hotel and general store. By the 1930s, an independent school district was created. Despite these strides of growth, population dropped to about 26 residents, and the future looked glum. Fortunately, the population began to rise again by the mid-1940s, by which time a number of oil refineries (including Shell Oil) and dynamite manufacturers had moved into the area, boosting local economy.
